i need to send alert for vendor when for example creating Purchase requisition or receiving martial or any thing related to vendor

As your question is about a pure D365FO standard functionality, I would recommend looking for generic online resources about D365FO Alerts.

i found an article from docentric for sending alert to vendor and it was not stander function from ms d365

by using ETH class
