Send email even if To: email token is unresolved?

I am emailing the Purchase order confirmation document to Vendors using a Contact Purpose. This email is also BCC’d to the Requestor employee on the Purchase order (this is a customisation):

Is there a way to configure Docentric to email the PO document to the BCC address even if the TO address is unresolved?
